Video tutorial: how to designate a person in the WorkinRomania.gov.ro platform
The account in the WorkinRomania.gov.ro platform belongs to the external user — the natural person, legal representative, shareholder, associate or administrator of the entity (art. 2 para. (1) letter e) of GD 602/2026). In practice, however, the files are not handled by the administrator, but by someone in HR. This is what the designation mechanism is for: the external user may designate one or more persons with whom the entity has an employment contract or another legal relationship — art. 8 para. (1).

Who can be designated
Any person with whom the entity has an employment contract or another legal relationship — so an HR employee, but also a contractor, as long as the legal relationship exists and can be proven. The designation is made exclusively by the external user, from their own account.
What the designated person can do
Under art. 8 para. (2), the designated person may:
- upload the documents for authorisation or extension of the authorisation;
- upload the applications for registration as an employer and the documents regarding foreign placement entities;
- fill in and submit the single applications for foreigners;
- upload data and documents and track the status of applications.
What they CANNOT do — the essential limit
Initiating the application for registration as an employer, for authorisation as an authorised employer or for the authorisation/extension as an agency is done exclusively by the external user — art. 8 para. (3). The designated person continues a flow that has been started, they do not start it. If in the video you see that a step requires the qualified electronic signature of the representative, this is the reason.
Confirming the designation
The designation does not take effect by itself: the designated person operates in the platform only after confirming the designation in their own account — art. 8 para. (4). Until confirmation, there is no access.
Liability stays with the company
Everything the designated person enters — data, documents, applications — engages the liability of the entity, not of the person — art. 8 para. (5). Choose who you designate as if you were signing every uploaded document yourself, because legally that is exactly what happens.
Revocation and the offboarding routine
Revocation is done in the platform, has immediate effect and does not affect operations already carried out — art. 8 para. (6). The entity is obliged to periodically check the list of designated persons and to immediately revoke the persons who have left the company or are no longer authorised to act — art. 8 para. (7).
In practice: with every departure from the team, revoking access in WorkinRomania.gov.ro goes on the offboarding checklist, next to handing in the laptop and closing the e-mail account.
