Video tutorial: publish the vacancy in PULS (ANOFM) and select it as the firm offer in WorkinRomania.gov.ro

To hire foreign workers, your file on WorkinRomania.gov.ro needs a firm offer — and the firm offer starts life as a job vacancy in the ANOFM platform. The video above shows the whole circuit: you publish the vacancy in PULS / Mediation, then select it automatically in your file on WorkinRomania, without retyping anything.

Two platforms, two separate accounts

The first thing to know: the accounts are independent. For WorkinRomania.gov.ro you log in through the account on hub.mai.gov.ro, with ROeID or with the electronic identity card. For PULS and the Mediation module you need an ANOFM account, with e-mail and password — if you don't have one, you create it on sso.anofm.ro.

Check your company in PULS

After logging in, in the left-hand menu, under My companies, your company must appear associated with the account, with the status Accepted. If it doesn't appear, you add it with Register a company or with Registration as legal representative of a company. Then you press the green card Search for employees, which takes you to the Mediation module — your employer panel.

Add the job offer

The first button in the list is Add a job offer. You fill in the job details: the registration number and date, the number of vacancies, the occupation code (COR code) and the field of activity.

Pay attention to the Recipients field. You have five options: apprentices, interns, PCLM, graduates and persons with disabilities. There is no option for "foreign staff" — and it is normal that there isn't. You choose PCLM (persons seeking employment): the vacancy is addressed to the domestic market, and that is exactly its purpose.

The EURES checkbox — European visibility

Right below the occupation code you find the checkbox Offer valid for citizens of the European Union. Tick it if you want the vacancy to also be distributed in the European EURES network — the platform is connected at European level, so your job becomes visible to candidates from other member states as well.

Validity and publication — no minimum term

At the end you set the validity of the offer and choose Published: Yes. Publication means two things: you request the agency's support for the pre-selection of candidates, and the vacancy appears on the anofm.ro website. If you choose "No", the offer does not enter mediation.

As for duration: the law does not impose a minimum publication term. The old practice of 6 or 10 days belonged to the labour force certificate procedure — a certificate which is no longer issued for new applications.

The offer now appears in the Job offers list, with its own identifier. Remember this number: it is the link to WorkinRomania. From the same list you can renew the offer at any time or mark it as filled.

Selecting the firm offer in WorkinRomania.gov.ro

Move to your employer registration file on WorkinRomania.gov.ro. After you have uploaded all mandatory documents, confirmed the data taken over from the ONRC and ticked the declaration of assumption of liability, you press the green button Next step — select firm offer. If any mandatory document is missing, the platform will not let you advance.

The platform automatically displays your company's vacancies from ANOFM Mediation. You retype nothing: you select the desired vacancy and it becomes the firm offer of the file — in the submitted file you will find exactly the identifier from Mediation.

The substantive change compared to the old system: the certificate from the county agency is no longer required. The new law replaced case-by-case verification with the List of shortage occupations — the procedure can only be initiated for occupations on the list.

What happens after submission

You publish the vacancy in ANOFM, select it as the firm offer in WorkinRomania and submit the file. The agency resolves it within a maximum of 30 working days, and after the approval the single applications for foreign workers are unlocked.
