PCLM recipients in PULS: meaning and what to choose

PCLM stands for “persoane în căutarea unui loc de muncă” (persons seeking employment). It is one of the five options of the mandatory “Destinatari” (Recipients) field in the job offer form in PULS / Medierea muncii (ANOFM). You choose PCLM when the ad is addressed to anyone looking for work, without restricting it to apprentices, interns, graduates or persons with disabilities. It is also the right option when you want to use the ad as a firm offer in WorkinRomania.gov.ro, for hiring foreign workers.

What PCLM means under the law

The term comes from Legea nr. 76/2002 (Law no. 76/2002) on the unemployment insurance system and employment stimulation. Art. 5 defines a person seeking employment as a person who takes steps to find a job, by their own means or by registering with the employment agency or with an employment services provider.

The category is broad: it includes registered unemployed persons, but also people who have a job and are looking for another one. That is why an ad with PCLM recipients is an ad open to everyone looking for work.

The five options of the “Destinatari” field

OptionWhen you choose it
PCLMGeneral ad, open to anyone looking for work. The usual choice for most positions
ApprenticesThe position is filled under an apprenticeship contract
InternsThe position is for an internship
GraduatesThe ad is aimed mainly at graduates
Persons with disabilitiesThe position is intended for persons with disabilities

What to choose if you want to hire foreign workers

Choose PCLM. The PULS form has no field for foreign workers, and this is normal: the link to foreigners is made in WorkinRomania.gov.ro. There, at the “Selectare ofertă fermă” (Select firm offer) step of the employer file, the platform automatically shows your company's ads from PULS, and you select the right one and complete it with the details required by OUG 32/2026.

For the ad to reach WorkinRomania:

  • under “Publicat” (Published) choose Yes; the ad must have the PUBLISHED status;
  • wait up to 24 hours for synchronisation;
  • the company in PULS must be the same (same CUI) as the one in the WorkinRomania file.

The “Ofertă valabilă pentru cetățenii UE” (Offer valid for EU citizens) checkbox is optional. Use it if you want the ad to also be distributed through the EURES network.

All the steps, with images and video, are in the tutorial PULS ANOFM ad as a firm offer in WorkinRomania.

Situation as of October 2026: following the suspension of the List of shortage occupations (case 5633/2/2026), employer registration and authorisation and single applications for D/AM2 visas are disabled on WorkinRomania.gov.ro. The PULS ad and the file can be prepared, and the status is updated in Case 5633/2/2026 – status of the suspension.

Frequently asked questions

If I choose “Absolvenți” (Graduates) or “Stagiari” (Interns), can I still use the ad for foreigners? An ad restricted to a specific category does not correctly describe a position open to foreign workers. For the WorkinRomania firm offer, choose PCLM.

Does PCLM mean only unemployed people? No. Registered unemployed persons are only part of the persons seeking employment. The category includes anyone actively looking for work.

Do I still need the AJOFM certificate for foreigners? No. For new applications, selecting the PULS ad as a firm offer in WorkinRomania has replaced the old certificate on available labour force.

Why doesn't my ad appear in WorkinRomania? Check three things: the ad has the PUBLISHED status, 24 hours have passed since publication, and the company in PULS has the same CUI as the company in the WorkinRomania file.
